men is as follows:-

Two bomb-throwers to be handed over.

3. Four men accused of participation in [group undec.]

murder to be interned indefinitely in Concession.

4.

Six men charged with carrying arms and political propoganada to be expelled provided you have satisfactory evidence of measure of their guilt. They must be given four

in which to make their departure.

Remainder to be released with a warning.

6. As regards proclamation I request that you will send

me text for approval before you issue it.
